EMERGENCY SHELTER GRANTS (ESG) PROGRAM: Under the Emergency Shelter Grants Program, the Maryland Department of Housing and Community Development
(DHCD) receives federal funding through the U.S. Department of Housing and
Urban Development (HUD) to support homeless shelters and homeless services
programs in 19 counties and three muncipalities.

Urban counties, including Anne Arundel, Baltimore, Montgomery and Prince
George's, as well as Baltimore City, receive ESG funding directly from HUD and

WHO CAN APPLY?
Local governments in Allegany, Garrett, Washington, Queen
Anne’s, Somerset, Charles, Cecil, Caroline, Carroll, Dorchester, St. Mary’s,
Talbot, Howard, Kent, Worcester, Wicomico, Harford, Calvert, and Frederick
Counties, City of Salisbury, City of Annapolis and City of Frederick. Local
governments in the 23 eligible jurisdictions apply for the
funding to support emergency and transitional homeless shelters and homeless
services programs operated by local government agencies or nonprofit
organizations. Service providers prepare the applications, which must be
submitted through the local government in the jurisdiction where the services
are provided.

ELIGIBLE PROJECTS
The ESG funds are used primarily to support operating costs, case management
and client services, and staffing and administrative costs for shelters and
post-shelter transitional units. Up to 30 percent of DHCD's annual allocation
may support homeless prevention activity. Homeless prevention funds may
provide emergency cash to eligible households to allow them to remain in their
homes. Eligible households must provide evidence documenting impending
eviction, disruption of utilities or mortgage foreclosure, and provide
reasonable assurance that they will be able to resume and continue paying their
housing costs. Most jurisdictions limit this assistance to once per household
per year.

APPLICATION
DHCD awards ESG funds annually under a competitive application process. The
maximum request varies depending on the annual allocation received by DHCD. In
recent years local government applicants have been able to request up to
$50,000.
