MARYLAND TOWN MANAGER CIRCUIT RIDER GRANT (MTMCRG) PROGRAM enhances the
management capacity of small town governments by providing grants which allow
them to hire public management professionals. A professional administrator
"Rides Circuit" by serving on a part-time basis several towns in the same area
and provides expertise in public administration, financial management, planning
and community development.
Existing circuits serve 19 municipalities in Caroline, Cecil, Dorchester,
Garrett, Kent and Queen Anne's Counties.

ELIGIBLE APPLICANTS
Small municipalities, counties, and regional governmental organizations form a
consortium to sponsor a circuit and hire a professional staff who will serve
two or more towns.

ELIGIBILITY REQUIREMENTS
Eligibility is determined by the inability of participating municipalities to
afford full-time, qualified professionals and their willingness and ability to
contribute pro-rata shares of the matching requirements.

FUNDS AVAILABLE AND TERMS
The annual funding allocation is determined by an appropriation of the General
Assembly each year. For State Fiscal Year 2007, the funding level is $125,000.

LOCAL GOVERNMENT INVOLVEMENT
Each local government making a request for Circuit Rider funding must identify
a work program and commit to its pro-rata share of the cost.

TECHNICAL ASSISTANCE
The Maryland Department of Housing and Community Development will provide the
following types of assistance to local governments applying for Circuit Rider
funding:

Developing a work program for a Circuit Rider

Preparing the grant application and budget

Recruiting and interviewing candidates for the position of Circuit Rider
